Position paper on (right to) repair

This policy paper has been written for the Communities go Circular project,  funded under the CERV programme of EACEA. The aim of the two year pro ject is to educate and raise awareness on the subjects of repair and reuse,  involve citizens in the process of demanding policy change, encourage the  opening of new repair and reuse workshops, and finally to learn from and  connect to other actors in the sector.
The partners of the project focused on reuse, repair and reduction of waste  actions in their specific countries. They include Zelena Istra and Zelena Akcija  from Croatia, Ekologi brez meja and KNOF from Slovenia, and Zero Waste Italy  from Italy.

This policy paper examines recent developments and key gaps in repair legislation at both the European Union and Member State levels. It begins with an introduction to the current landscape, followed by an analysis of the results from the CGC project repair survey. The paper then outlines a series of policy recommendations, focusing on issues such as establishing a universal right to repair, expanding product category coverage, and implementing stricter ecodesign standards.
The discussion highlights the need for stricter policies against anti-repair practices, the introduction of repairability scores, and the setting of material use targets. Additionally, the paper explores the potential of an extended producer responsibility framework and identifies policy gaps that remain at both the EU and national levels. It also considers practical measures, such as repair vouchers, VAT reductions, and other fiscal incentives, alongside the importance of education and training to support the repair sector.
